Silver Rocks can only be legitimately obtained outside of Survival mode.

Silver Rocks are generated in Desert, Forest, Flower Forest, Birch Forest, Old Growth Birch Forest, Windswept Hills, Windswept Gravelly Hills, Windswept Forest, Jungle, Sparse Jungle, Bamboo Jungle, Meadow, Jagged Peaks and Stony Peaks biomes.
Usage
The primary usage of Silver Rocks is to provide Silver Ore for Silver Bars.
